Towards a framework for action for ILO engagement in fragile States

Post-conflict, fragile and disaster-affected environments are characterized by instability, insecurity, poverty and inequality. Lack of employment opportunities and livelihoods, (youth) unemployment and underemployment, inequalities and lack of participation are mutually reinforcing and can be catalysts for conflict. Conflict, natural disasters and fragility aggravate poverty, unemployment and informality, creating a vicious circle leading to even greater fragility. Decent work can be a critical factor in breaking this circle and can lay the foundations for the construction of stable communities. Consistent with the decent work approach, the ILO’s action in situations of fragility addresses gender-specific security needs. Women are driving forces for post-conflict recovery and their inclusion in state-building activities provides the foundation for inclusive development strategies.
